FYI: I'm planning to move classes MaskedFilter, PNGFilter and
TI_GIFFilter and their associated ExportOptions from the Oil layer into
the Kernel, where JPEGFilter already lives.
I can't see any good reason for them being in the Oil layer but let me
know if you think otherwise.
