Yes it probably should go in the precompiled header, though I suspect
that it is only being used in one source file so putting it in there
won't save anything...
I suggest the next time someone is changing something in there that they
move this at the same time.

Why can't wx/tooltip.h be moved into camtypes.h with all the other
'system' headers, the best use of the precompiled header can be made?
