Obviously error messages intended for the user should be localised
but maybe error messages intended for developers (ERROR2s and other
serious functional failure messages) should always be English?

Should we be forcing it for the entire build process, or just for
"date" (produced by buildresources.pl). I suppose we should allow for
localized error messages.
