We're talking here about errors from the tool-chain (e.g. gcc) rather than
errors from the program.
As far as I know, ERROR2 etc. are not localized. I note that in release
builds we should (but don't currently) mangle ERROR2 message so that they
say "A serious internal error has occurred: [code]" and the first bit of
that clearly should be localized (as it is on the Windows program).
