That is true as soon as the user deliberately added the "non-free"
repository to his package source (/etc/apt/sources.list), which is by
default not the case.
It does show up in both searches, although a search for graphic is
relatively useless :-)
$ apt-cache search graphic|wc -l
Joachim "nomeata" Breitner
